I extend my sincere gratitude to everyone who braved the cold on Monday evening to attend the Meet & Greet at the Indian Shores Town Hall. I would also like to express my appreciation to the Women's League of Voters for sponsoring this event. It provided an invaluable opportunity for voters to hear the candidates' responses to the questions posed by the league. The event was recorded, and I will share the link as soon as it becomes available, ensuring that those who were unable to attend can still engage in the process. Special thanks to Freddy and Rachel for their exceptional work in setting up the venue and ensuring the event ran smoothly.

1. What in your professional and personal experience makes you the best candidate for this position?
With a proven track record; I was Elected as an Indian Shores Town Council Member and served for 10 consecutive years from 2014-2024. Florida League of Cities serving on various committees during those same 10 years. Real Estate Broker Associate 30+ years, Insurance 30+ years. My genuine passion for Indian Shores, the town I represented and live in, drives me to excel in that position. I am dedicated to making a meaningful impact and successful future for Indian Shores.

2. Describe the top two priority challenges facing your municipality in the next 5 years. What specific actions would you propose to address these challenges?
Coastal erosion; exasperated by sea level rise.
Costly beach renourishment, dredging sand is a temporary fix that is washed away by the next storm.
Spirling insurance and infrastructure costs.
Existing major insurance carriers exorbitant rates.
Introduce small poorly funded insurance carriers.

3. Hurricanes Helene and Milton placed an unprecedented burden on municipalities and residents. What steps would you take to improve city capacity for future storm resilience and response? What can be done to better help residents recover and rebuild, including the issuance of building permits in a timely manner and difficulties stemming from the FEMA 49/50% rule. What changes are needed to improve this process?
Must harden infrastructure; drainage, energy building with updated codes. Strengthen emergency response. Better planning resource allocations and community involvement.
Steps;
Updated and enforced building codes.
Hardening critical infrastructure.
Hospitals / Power Stations / Water treatment facilities
Improve stormwater drainage and runoff.
Flood plan Management reduces flood impact.
FEMA;
Implementation of a step rate plan.
If the homeowner owns the property/home outright and is willing to use his own personal funds to rebuild. Does FEMA have a right to deny them rebuilding to current codes?
Questionable structural integrity when elevating a prefab ground home.
Utility capacity is at critical stages.

4. Whether or not to eliminate or reduce property taxes is being considered by the governor and the legislature. What services would have to be cut or how would you make up for revenue losses if this goes through? What, in your view, should be done?
Equal property taxes must be implemented on any and all properties.
From 0-$100K for equal revenue sharing.
With a calculated tax base for renters.
Specific calculations of the following services;
Safety (Fire / Police).
Engineering & Maintenance (infrastructure).
Private City functions by outside vendors.

5. With respect to home rule, is the relationship and balance of power between state and local governments in Florida appropriately addressing local issues or how should it be redefined?
Our Constitution addresses representation by the citizens in any given area.
I am in favor of (EFFECTIVE GOVERNMENT SERVICES) which is best served by local representation.
I am not in favor of distant, hard to reach centralized government.

6. Available housing for lower income families is still an issue in our area. How will you expand access to and availability of affordable and workforce housing, for both renters and homeowners?
First we should talk (adequate shelter).
Converting zoning codes.
How to honestly find the above.
Land Use; Vacant ground in existing subdivisions.
Transportation; Access to (public transportation) bus routes where people live & work.

7. Beach communities have been having difficulty completing total beach replenishment. What, if anything, needs to be done to improve public beachfront cleanliness and preservation, including protecting endangered species and ensuring storm resilience?
Beach renourishment is contingent upon current surveys.
Compensation to property owners for encroachment on property.
Waiver of liability for acts or injuries by 3rd parties on their titled land.

ATTENTION QUALIFIED ELECTORS OF THE TOWN OF INDIAN SHORES, FLORIDA.
In accordance with provisions of the State of Florida Election code, Public Notice is hereby given and published that a Municipal Election will be held on Tuesday, March 10, 2025, between the hours of 7:00 A.M. and 7:00 P.M., at 19305 Gulf Boulevard, 4th Floor Community Center, Indian Shores, Florida. All residents of the Town of Indian Shores, Florida, who have registered with the Pinellas County Supervisor of Elections by the voter registration deadline of February 9, 2026, and are recorded on the voter registration books, shall be qualified electors in this election to vote for up to two Council Members, each for a three-year term.

MEET THE CANDIDATES NIGHT
To help citizens make an informed decision on who they will potentially vote for in the Indian Shores Municipal Election on March 10, 2026, a Meet the Candidates night has been scheduled for Monday, February 2, 2026, beginning with a Meet and Greet at 5:30 p.m. to 6:00 p.m., followed by a Q&A session conducted and moderated by the League of Women Voters (LWV) from 6:00 p.m. to 7:00 p.m.
This public event will take place in the 4th Floor Community Center of Town Hall, located at 19305 Gulf Blvd., Indian Shores, FL.
For citizens who would like to submit a question in advance of the event, you may write your question on index cards (provided at the event) and give it to LWV members, who will read the questions aloud and provide time for candidate replies. Alternatively, you can email your question to flozano@myindianshores.com with the subject line "Meet the Candidates Question" or drop off your written question on the 3rd Floor at Town Hall no later than 3:00 P.M. on February 20, 2024. Questions received in advance of the event will be submitted to the LWV.
